the 22nd instant, relative to the export of 2,000

Gallons of English Raw and Boiled Linseed Oil for

the Netherland India Government, I am instructed by

the Director of the War Trade Derartment to state

Lord Emmott concurs in the opinion that permission

for this shipment should be refused.
